Staffordshire and Cheshire are currently under Tier 4 rules which means people must ‘stay at home’ unless they have a ‘reasonable excuse’ such as for work, buying essentials or medical purposes. It is believed the driver was stopped in Cheshire.
Under all of the tier measures people should not gather in large groups in order to curb the spread of the virus.
