The season is currently suspended indefinitely because of the global pandemic, with the Potters in 17th place in the Championship table.
O’Neill believes the extraordinary situation will have a big impact on clubs and players.
“Normally when a club hits money troubles, the players can look at other options,” he told the Daily Mail.
“Now it will be broader. There is nowhere else to go. It will be interesting and challenging for all clubs as the landscape will be different financially when we come out of this. So it’s hard.
“It’s uncertain for players out of contract, for example. They don’t know what the market will look like after this. Nobody does.”
